Speech by Rustam Nurgalievich Minnikhanov, President of the Republic of Tatarstan, at the plenary session of the International Forum “REBUS”, November 14, 2024

The topic of today's forum is agglomeration: experience, opportunities and challenges. It is an important issue relevant for most regions of our country.
Further development of agglomerations requires a systematic approach. It is necessary to create an appropriate legal framework and mechanisms for turning financial resources into infrastructure. To ensure balanced construction of housing, social and public facilities, as well as places of employment and labor.
Tatarstan has been working in this direction for many years, so I would like to share the accumulated experience.
We were one of the first in Russia to start working with agglomerations as the main growth points of the regional economy. The agglomeration approach was enshrined in the strategy of socio-economic development of the Republic until 2030.
Three agglomerations with their own zones of influence were identified there. These are Kazan, Kamskaya and Almetyevskaya agglomerations. Today they are home to more than 3 million people, which is 77% of the republic's population. And, of course, I would like to note that agglomerations account for 85% of the gross regional product of the Republic of Tatarstan.
For more effective inter-municipal cooperation in agglomerations, in 2022 we created the Institute of Spatial Planning. One of its main tasks is to develop agglomeration development master plans.
The Institute has already completed work on the Kazan agglomeration master plan, which includes a solution for balanced development of Kazan and municipal districts in its periphery, development of transportation and engineering infrastructure, and environmental issues. Today, more than 70% of housing in the Republic is built in Kazan agglomeration alone.

This year the Institute is finalizing the master plan of the Kama agglomeration, and of course the next stage is the Almetyevsk agglomeration. These territories are production centers of the Republic and have high investment attractiveness.

The master plans being developed also address the task of preserving the historical heritage and its adaptation for modern use, so that it continues to serve for the benefit of the population of the Republic.

I would like to note that within the framework of his address to the Federal Assembly this year, Russian President Vladimir Vladimirovich Putin instructed to develop 200 master plans for agglomerations and large cities. And, of course, we are ready to share our experience, replicate our developments and help the regions in this work.
