The second day of the forum turned out to be rich and very fruitful!

They discussed agglomeration development with a focus on environment and sustainable development - many companies support relevant initiatives, realizing their importance. They also discussed the role of communities within agglomerations, exchanging ideas and examples of successful integration of sustainable development goals into planning and management for economic growth and social equity.

📎 Important conclusions were drawn from the session “Introducing agglomeration into the legislative field”, which discussed the development of the process of institutionalization of the concept of “agglomeration” in Russia, the problem of the lack of a comprehensive approach to legal regulation, experts studied the practices of Russian regions and examples of friendly countries. The participants agreed that federal legislative regulation is necessary. Work in this direction is already planned.

⚡ The expert discussion of master planning on the example of Kazan agglomeration was not easy but interesting. They compared agglomerations that were formed naturally with those that were created by legal means. They came to the conclusion that it is necessary to focus on a polycentric model of agglomeration, with two or more centers that provide an energy effect. As the experts noted, it is more realistic, but difficult to implement, because it requires the ability to negotiate, and it is necessary to strive for it.
