RELEASE. Participants of the International Forum “REBUS 2024” presented a resolution

On November 14 and 15, 2024, Kazan hosted the II International Forum “REBUS 2024”. Its participants and guests were representatives of Russian regions and foreign countries. They came together to develop solutions aimed at improving the regulatory and legal framework and agglomeration management mechanisms, increasing the efficiency of their interaction with each other, studying and discussing best practices. Within the framework of the forum 17 sessions were held, their participants discussed legislative, infrastructural, tourism and other key issues of the industry.

At the end of the event, a resolution was developed for regional and federal state executive and legislative authorities. In the document, the authors presented several proposals concerning several key areas - regulatory framework, ecology, tourism and culture.

Regulatory framework. The block contains a recommendation to return to the issue of adopting a law on urban agglomerations with the inclusion of such sections as the criteria for attributing territories to them, the definition of boundaries, the procedure for the formation of agglomerations, the introduction of the concept of agglomeration project and others. The main criteria of an agglomeration project are proposed, and the documents that, in the opinion of the authors of the resolution, should be established as mandatory for strategic and territorial planning are listed. A proposal was made to approve GOSTs developed by the Federal Autonomous Agency “Unified Institute of Spatial Planning of the Russian Federation” on agglomeration topics.

Ecology. As an alternative approach to the usual spatial and urban planning strategy of agglomeration development, it is proposed to consider its development on the basis of a continuous water-green framework, which would unite urban-ecological belts within already built-up areas, as well as suburbs and periphery. According to the authors of the project, it is most preferable to develop on a polycentric principle, with a structure that includes two or more cores comparable to each other in terms of building density, intensity of socio-economic processes. At present, the resolution notes, most agglomerations in Russia are monocentric. Among other proposals related to environmental issues is the study of the possibility of transition from the opposition of the city-spot and its limiting green belt to the organic sprouting of development through a continuous water-green framework, including forests and forest parks. It is also proposed to move to the practice of development of inter-settlement ecological corridors in the form of valleys of streams and rivers, forest-protective belts that can compensate for the lack of natural linear elements of the natural framework.

Sphere of culture and tourism. The necessity to form programs for the development of territories with cultural and natural heritage sites and to develop regional tourist schemes based on the “Big Volga” macro scheme was highlighted. The importance of interdepartmental cooperation development is mentioned separately.

The authors of the resolution also developed a number of recommendations aimed at attracting investment. They include the creation of unified accessible electronic registers and resources on the Internet with analytical data on heritage sites in the regions, the formation of standards for working with investors, manuals, road maps. The need to expand tourist infrastructure in small towns and historical settlements was noted - it should correspond to the strategic objectives of the development of settlements. As part of the promotion of heritage and informing visitors to the regions, the document suggests launching portals and digital platforms, creating event calendars, developing electronic tools and programs to support and develop various types of tourism, including independent, individual and domestic tourism.

As emphasized at the plenary session of the forum by Rustam Minnikhanov, the proposals included in the document will be submitted for further study to the State Council of the Russian Federation commission on “Infrastructure for Life”.
