Results of the State Council Presidium meeting: The future of construction and housing and utilities sector is being shaped today

On 15 April, a key event for the construction and housing and utilities sectors took place - an extended meeting of the Presidium of the State Council under the leadership of Russian President Vladimir Putin. On the agenda is the implementation of the national project ‘Infrastructure for Life’, which will determine the development of cities, villages and the entire country for decades to come.
‘The name of the national project ‘Infrastructure for Life’ is formulated very precisely. All its directions directly affect the needs, requirements and interests of people,’ Vladimir Putin emphasised. We are talking about creating a comfortable environment, modernising the housing and utilities sector, resettling emergency housing and achieving ambitious goals: 1.38 billion square metres of housing is to be commissioned by 2036. However, the industry is already facing challenges: rising borrowing costs, declining demand for mortgages, and infrastructure deficit in small towns.
Marat Khusnullin, Deputy Prime Minister of Russia, said in his speech: ‘The future of the housing and utilities sector cannot be imagined without innovations and energy-efficient technologies’. As an example, he cited the project of flexible solar panels in Mordovia, which are integrated into buildings without disturbing their architecture. This is only a part of the systemic work that includes modernisation of 50 thousand km of networks and construction of 2 thousand housing and utilities facilities by 2030.
Special attention is paid to individual housing construction (IHC), which accounts for 58 per cent of housing commissioning. However, growth is constrained by the lack of prepared land. ‘We ask to support housing construction as a separate programme within the national project’, - said Khusnullin, noting the need to simplify the inclusion of land in the boundaries of settlements.
Rustam Minnikhanov, Rais of the Republic of Tatarstan, also spoke at the meeting of the Presidium of the State Council. He emphasised the problems of the housing market: ‘The key task is to increase the affordability of housing. The main tool for providing young families with housing is the family mortgage’. But today, even with state support, a family with an income of 320,000 rubles a month does not have enough for a two-room flat. Proposals of the regions:
- Differentiate limits by subject;
- Expand mortgage terms for families with children under 14 years of age and participants of the SWO;
- Control bank commissions that are ‘shifted’ to buyers.
According to the Head of Tatarstan, the most important issue is the synchronisation of housing and social infrastructure construction. According to plans, only 150 schools and 100 kindergartens are projected for 630 million square metres of housing by 2030. ‘The situation may lead to a housing deficit by 2027-2028 and price growth,’ Minnikhanov warned. The solution is a revision of regulations, a moratorium on changing them and an emphasis on transport accessibility of facilities.
The REBUS Forum is already preparing professionals who will put these solutions into practice. Architects, designers, urbanists - it is they who will create cities of the future, design energy-efficient neighbourhoods and implement innovations. Measures taken at the meeting:
- Development of master-planned cities;
- Rate subsidy for projects in small towns;
- Rental housing programme for industrial personnel -
lay the foundation for the work of generations of specialists.
‘Work on the formation of a comfortable living environment is already actively underway in the regions,’ summarised Vladimir Putin. But in order to keep the pace, system solutions are needed: from ‘clearing’ the bureaucracy to attracting private investment.
The construction industry and the housing and utilities sector are not just economic indicators. They are the foundation of the quality of life of millions of people. And the tasks discussed at the meeting are a direct reference point for the REBUS forum, where ideas are born that can turn these plans into reality.
As the President of Russia said: ‘Housing is the central element around which infrastructure development plans are formed. And it is up to us to make this element affordable, technological and inspiring.
