In the process of development, large and large cities have an increasingly strong influence on the adjacent territories, forming agglomerations around them. The Kirov Oblast is not an exception. Here the population is also “pulling” to the leading nodes of the supporting framework.
Today, due to economic, social and historical factors, the Kirov urban agglomeration has been formed. It includes five municipalities, with the city of Kirov (500,457 thousand people) as its core. The population of the Kirov agglomeration is 645,462 people, which is more than half of the population of the entire Kirov Oblast and, accordingly, of all those employed in the economy (300,718 people).
The agglomeration is located at approximately equal distance from most major cities: Kazan, Perm, Izhevsk, Yoshkar-Ola, Nizhny Novgorod.
Further formation of Kirov agglomeration will contribute to more active development of the north-western part of the territories of the entire Volga Federal District, its urbanization, improvement of spatial development, economic, social, transport-infrastructure and environmental indicators.
The agglomeration has well-developed branches of the real sector of the economy, it accounts for 75% of all products produced and shipped in the Kirov region.
The main specializations are machine building, chemical production, metallurgical production, defense-industrial complex, production of finished metal products, woodworking, light and food industry, furniture production. Agriculture and construction are also widely developed.
The largest volumes of investments in fixed assets also fall to the share of municipalities included in the Kirov urban agglomeration - 73.9% of the total volume in the Kirov Oblast.
In order to achieve the national development goals of the Russian Federation for the period until 2030, approved by the decree of the President of the Russian Federation in May 2024, we have set tasks (these goals are reflected in the draft Strategy of socio-economic development of the Kirov region for the period until 2036):

- improving the quality of life of the population (improving the well-being of Kirov families - removal of existing infrastructure constraints, development of the social sphere);
- increasing the efficiency of the economy through the concentration (densification) of economic activity and the development of agglomeration and interregional economic ties;
- ensuring scientific, technological and innovative development;
- provision of transportation and social infrastructure;
- creation of conditions for active housing construction;
- improving the reliability of electricity supply to consumers.
The main strategic infrastructure projects of the Kirov agglomeration today are:
Construction of a transportation crossing under the Trans-Siberian Railway. Implementation of the project, approved by the President, will provide unimpeded exit from Kirov and reduce travel time on the Kirov-Kazan and Kirov-Izhevsk routes.
Construction of a 102 km bypass road that will connect Kirovo-Chepetsk and Slobodskoy. This project will help redistribute the traffic flow, excluding transit through the city of Kirov, and form a modern efficient transport infrastructure around the agglomeration, as well as improve transport accessibility between large agglomerations (Kazan, Perm, Nizhny Novgorod).
Dredging of the Vyatka River will provide us with cargo transportation not only in the agglomeration, but also within the region with access to the Unified Deep Water System of the European part of Russia. There will be organized voyages of pleasure boats for guests and residents of the region.
